人事代理的定義：

人事代理，即企業(yè)將人力資源管理工作非核心部分的工作全部或者部分委托給專業(yè)的人力資源服務機構管理，人力資源服務機構與企業(yè)簽訂人事代理協(xié)議，以規(guī)范雙方在托管期間的權利和義務，以及需要提供代理（外包）的人事服務項目。它是策略的利用外界資源，將企業(yè)中與人力資源相關的工作與管理責任部分或全部轉由專業(yè)服務機構承擔。

Personnel Agency is that the enterprise outsource the non-core part of the human resources management work to the professional human resources company. BOoth of them sign the Personnel agency agreement to provide the rights and obligations for both sides during the time of trusteeship. The strategy is that the enterprise use the outside resour ces and make professional service organization undertake the all or part of responsibility related enterprises's human resource work and management responsibility.
