造紙工業(yè)以木材等原生植物纖維實(shí)施清潔生產(chǎn)，實(shí)現(xiàn)資源的可再生與循環(huán)利用，是我國(guó)國(guó)民經(jīng)濟(jì)中發(fā)展循環(huán)經(jīng)濟(jì)、低碳經(jīng)濟(jì)的典型產(chǎn)業(yè)。另外，造紙工業(yè)還是國(guó)民經(jīng)濟(jì)中重要的基礎(chǔ)原材料工業(yè)，具有資金技術(shù)密集和規(guī)模效益顯著的特點(diǎn)，其產(chǎn)業(yè)的關(guān)聯(lián)度較大，對(duì)林業(yè)、農(nóng)業(yè)、機(jī)械制造、化工、自動(dòng)控制、交通、環(huán)保、印刷、包裝等相關(guān)產(chǎn)業(yè)具有明顯的帶動(dòng)作用。

我國(guó)造紙業(yè)的技術(shù)水平、企業(yè)規(guī)模和競(jìng)爭(zhēng)力等，在“十一五”期間取得了很大的成績(jī)。但是，由于我國(guó)人多地少，林紙一體化發(fā)展受到自然條件的制約，國(guó)內(nèi)纖維原料供需矛盾愈發(fā)突出，缺口逐年增大。2009年我國(guó)造紙?jiān)侠w維依存度已經(jīng)高達(dá)44%，而世界上可供出口的木漿和廢紙畢竟有限，難以支撐我國(guó)造紙業(yè)的長(zhǎng)遠(yuǎn)發(fā)展;在裝備制造方面，關(guān)鍵零部件制造技術(shù)難以突破，限制了整個(gè)行業(yè)的自主化發(fā)展。同時(shí)，部分落后產(chǎn)能污染嚴(yán)重，COD排放占了行業(yè)污染的主要部分等，存在著發(fā)展中的一些問(wèn)題。

At the same time, some backward production capacity pollution is serious, COD emissions account for the main part of the industry pollution, and there are some problems in the development.
