16CFR 1227嬰兒手推車法規(guī)
美國消費品安全委員會(簡稱CPSC)最近一致投票通過并在其官方公報(FR)上發(fā)布了新的聯(lián)邦政府強制法規(guī):16CFR 1227嬰兒手推車安全法規(guī),生效期是2015年9月10日,出廠日期在此日期后的嬰兒手推車都應(yīng)符合本法規(guī)的要求。
該規(guī)則基于現(xiàn)行的ASTM F 833-13b嬰兒臥式和坐式推車標(biāo)準(zhǔn)(由美國材料與試驗協(xié)會ASTM發(fā)布),修訂了多角度/可調(diào)扶手有關(guān)的頭夾風(fēng)險,并修改了在測試中把產(chǎn)品調(diào)到“最有可能導(dǎo)致失敗的位置上”,從而檢測出最不安全的打開方式,要求制造商在使用說明或使用狀態(tài)處進行標(biāo)識。另外,在此份新聯(lián)邦安全標(biāo)準(zhǔn)中的關(guān)鍵安全問題包括如下:
◎停車制動器的要求
◎剪、切、擠壓點的危險
◎輪和旋轉(zhuǎn)組件脫離
◎穩(wěn)定性問題
The U.S. Consumer Product SafetyCommission (CPSC) has recently voted to approve the new federal mandatorystandard 16 CFR 1227 Safety Standard for Carriages and Stroller, which will beis effective on September 10, 2015. Strollers and carriages manufactured on andafter this date shall meet requirements of this rule.
The rule is based on theexisting ASTM standard, F833 – 13b Standard Consumer Safety PerformanceSpecification for Carriages and Strollers, published by ASTM International, andincludes modification to the Passive Containment/Foot Opening requirement toaddress head entrapment hazards associated with multi-positional/adjustablegrab bars. The revision to this test requires any adjustable features in theproduct to be set to the position “most likely to cause failure,” in order toaddress the most unsafe openings created irrespective of the manufacturer’sinstructions or manufacturer’s use position. Additional key safety issuesaddressed by the new federal safety standard include:
Parking brake requirements
Pinching, scissoring andshearing hazards
Wheel and swivel assemblydetachments
Stability issues
